A panel session on "Justice, Human Security, and Property Restitution" was held as part of the second international conference “The Right to Return: Advancing Justice for Azerbaijanis Expelled from Armenia,” organized by the Western Azerbaijan Community in Baku.

The session was moderated by MP Rizvan Nabiyev.

Highlighting the great suffering and difficulties faced by 300,000 Azerbaijanis from Western Azerbaijan in 1988, when they were forcibly expelled by Armenians from their lands and areas where their relatives' graves are located, Samil Ayrim, Head of the Türkiye-Azerbaijan Friendship Group, noted that today they have gathered in Baku to establish justice, protect human rights, and fulfill their historical responsibility.

Other key speakers included Professor Hüseyin Işıksal, Special Advisor to the President of the Turkish Republic of Northern Cyprus (TRNC) on International Relations and Diplomacy; Arshad Rashad Al-Salihi, Chairman of the Human Rights Committee of the Iraqi Council of Representatives; Nadia Boyadjieva, Professor of International Relations, International Law, and Human Rights at the Institute for Balkan Studies at the Bulgarian Academy of Sciences; and Mark Kramer, Director of the Cold War Studies program at Harvard University's Davis Center for Russian and Eurasian Studies. They discussed issues related to protecting human rights, ensuring justice, and restoring the rights of people affected by conflicts, especially Azerbaijanis forcibly expelled from Armenia.

Highlighting the property restitution rights of displaced persons, the speakers urged the international community and international organizations to show greater sensitivity to this issue.
