The Government of Pakistan has formally authorized the entry of Azerbaijani-registered vehicles transporting transit and bilateral trade cargo into the country. These vehicles will be licensed by the respective authorities of the contracting parties, permitting them to conduct international transportation.

According to media reports, Pakistan's Federal Board of Revenue (FBR) issued a Statutory Regulatory Order (SRO) to notify the Azerbaijan-Pakistan Transit Trade Rules under the Azerbaijan-Pakistan Transit Trade Agreement (2024). This development facilitates the processing of transit trade cargo via specified ports under the Customs Computerized System.

The arrangement will enable Azerbaijan's cargo to be imported through Pakistan's Karachi Port, Port Muhammad Bin Qasim, and Gwadar Port. It will also support Azerbaijan's exports to other countries using these ports.

Under the agreement, Azerbaijani-registered vehicles with valid permits will be allowed entry into Pakistan without the requirement to submit financial security for duties and taxes applicable to the vehicles. This exemption is based on reciprocity, as agreed between Azerbaijan and Pakistan.

Foreign entities, including traders, government organizations, United Nations agencies, and diplomatic missions, will complete the required registration data, which will be submitted electronically via Azerbaijan's relevant ministry to the Customs Computerized System.

The vehicles entering or exiting Pakistan must carry valid permits issued by the designated authorities in a prescribed format. The Directorate of Transit Trade in Peshawar, Quetta, and Gwadar has been authorized to issue and regulate permits at their respective land border customs stations, the FBR stated.
