It was stated that the new reforms prepared for the further strengthening of the defense capability of our country and our army serve to use the potential of military personnel for a longer period of time and efficiently. Targeted work is carried out for the professional development of military personnel, and it is ensured that they receive education in accordance with their qualifications in our country and abroad. Since in the current legislation, military servicemen have the right to study only in part-time departments of civilian educational institutions, the new legal drafts propose further expansion of educational opportunities in order to improve their professional development, knowledge and skills, taking into account the interests of their service activity and military service.
At the same time, it was proposed that the period of education should not be included in the period of their voluntary retirement, thus it is planned to create conditions for those military personnel who have spent time and resources on their education by the state to continue to contribute to the development of our army with their knowledge and skills by receiving additional education. .
The draft law also includes a proposal to increase the age limit for servicemen from 45 to 48 for ensigns, midshipmen and active-duty military personnel. As part of the new reform, it is also planned to increase the minimum service requirement for military personnel to retire from 20 calendar years to 25 calendar years.

Currently, military personnel with 25 calendar years of military service receive 60 percent of the security costs as a pension, but if new projects are accepted, they will receive 65 percent of this cost with an increase of 5 percent, thus there will be no reduction in pension security.

The head of the department said that, as a special concern for the servicemen, successive steps are being taken to strengthen their social protection, increase the cost of security and improve the financial well-being of the servicemen. According to the Decree of the President Muzaffar Supreme Commander-in-Chief Mr. Ilham Aliyev, the monthly salaries of military personnel will be increased by an average of 20 percent from January 1, 2024. Extending the length of service for military personnel allows them to continue to receive ever-increasing benefits, while at the same time allowing them to receive more pensions in the end.
