The Decision of the Milli Majlis dated December 19, 2025, declaring an amnesty on the occasion of the “Year of Constitution and Sovereignty,” was implemented from December 22, 2025, through February 8, 2026, by the Prosecutor General’s Office of Azerbaijan, as well as the Ministry of Justice’s Penitentiary and Probation Services and the Investigation Department, covering a total of 15,119 individuals.
Of those granted amnesty, 5,148 were serving fixed-term imprisonment sentences, while 8,914 were released from punishments not related to imprisonment.
In addition, the prison sentences of 1,045 convicts were reduced by six months, and 12 individuals were released from criminal liability under the investigative jurisdiction of justice authorities.
Among those serving sentences in penitentiary institutions, 15 individuals were released due to their participation in the Patriotic War, while another 15 were freed after having reached the age of 60 by the date the amnesty decision entered into force.
Of the total number of individuals covered by the amnesty, 1,216 had been convicted of crimes not posing major public danger, 13,054 had committed less serious offenses, and 849 had been convicted of serious crimes.
Overall, the amnesty applied to 14,345 men, including 18 minors, and 774 women.
The implementation of the amnesty act is ongoing.
