On September 3, the COP29 Presidency held a High-Level Dialogue on Climate Transparency in Baku. The Dialogue aimed to strengthen global cooperation on climate transparency, build confidence among Parties to the UN Framework Convention on Climate Change (UNFCCC), and support Parties as they prepare their Biennial Transparency Reports (BTRs).
The event was attended, in-person and online, by high-level officials from over 120 countries and international organizations. Participants included ministers or deputy ministers from Türkiye, Uzbekistan, Japan, Georgia, Kazakhstan, Brazil, and Kyrgyzstan, the Executive Secretary of the UNFCCC, the Deputy to the US Special Presidential Envoy for Climate, chief negotiators on climate change, and representatives from the European Union, Australia, Norway, Switzerland, Germany, the United Kingdom, the UAE, and Saudi Arabia.
In his opening speech to the Dialogue, COP29 President-Designate Mukhtar Babayev stressed the importance of global collaboration in the fight against climate change. He noted that the Biennial Transparency Reports, which will be presented for the first time this year, will be crucial in evaluating progress made on climate change. These reports will play a key role in Parties meeting their commitments under the Paris Agreement, and at the same time will further strengthen action in the fight against climate change, contributing to these efforts at a global level.
During the Dialogue, the COP29 Presidency launched The Baku Climate Global Transparency Platform (BTP), its contribution to collective efforts on transparency. COP29 Chief Negotiator Yalchin Rafiyev emphasised in his speech that the platform’s main objective is to foster collaboration on climate transparency at a global level and among all stakeholders, to build confidence among Parties, and to support developing countries in producing their Biennial Transparency Reports. The platform will also boost universal participation in the Enhanced Transparency Framework and advance the transparency agenda beyond COP29.
COP29 High-Level Co-Pairs, appointed by the COP29 Presidency to further build political engagement on climate transparency, were announced at the event.
Addressing the Dialogue, ministers, deputy ministers, and other senior officials spoke of the importance of Azerbaijan’s contributions to strengthening global efforts in the fight against climate change, increasing transparency, and building confidence among Parties. Representatives voiced their support for the Baku Global Transparency Platform put forward by Azerbaijan and the COP29 Presidency.
