Intense rocket and Russian drone attacks targeting a number of Ukrainian cities, including the capital Kyiv, have led to an increase in civilian casualties. This situation has raised the issue of using shelters.

Report's Eastern European Bureau conducted a survey among Kyiv residents regarding the situation with shelters.

Kiev resident Anastasia Poprezhai believes that their number should be increased: "I come from Dnipropetrovsk. There are enough shelters in residential buildings, but this cannot be said about the areas of schools and kindergartens. They pose a particular danger during air attacks. More attention needs to be paid to places where there are children."

A resident of the capital, Nikolai Blokhin, also notes that there are not enough shelters in the city: "During an air raid signal, people take shelter anywhere, even in basements."

However, according to Kyiv resident Liliya Parsuk, people rarely use these shelters so there are still enough places: "Perhaps if everyone ran to shelters, there would not be enough places. In any case, it is worth increasing their number."

Kherson resident Andrei Kovalev, who temporarily lives in Kiev, claims that there is also a lack of shelters in his hometown: "Every day the city is shelled by rockets and mortars, people are looking for somewhere to hide. The situation is the same in Kyiv. People often hide from airstrikes in the subway."

A resident of the capital, Ekaterina Godunova, complains about the lack of shelters in the Sumy region, where she was born, while there are enough places for shelter in Kyiv.

Spokesperson of the Kyiv Military Administration Mikhail Shamanov commented to Report on the situation with shelters in the capital:

"The shelters are included in the list of the fund of protected buildings in Kyiv. Their location can be found on the map. This includes both the simplest shelters and bomb shelters with a complex design. Simple shelters include underground passages and parking lots. And modern shelters are equipped with food supplies, water, etc. There are up to 5,000 of them in Kyiv. Work in this direction is ongoing. In the districts of Kyiv, there are commissions to control shelters, since something can break down when they are used. It should be taken into account that most shelters are located in buildings dating from the 1960s-1970s. In some of them, old pipes were replaced and repair work was carried out. We immediately respond to citizens' requests."

Shamanov added that schools, libraries, hospitals and kindergartens are not considered shelters, but people can come to these places to stay warm, get access to mobile communications, etc.

"If someone does not have electricity, gas and water, he can stay in these places and get the necessary food. Currently, there are about 1,000 such facilities in Kyiv. They can be found through our mobile application. Moreover, the application contains information about their work schedule. During severe cold, these places will work without interruption," he concluded.
