Azerbaijan advances in artificial intelligence and digital innovation, says deputy minister

Azerbaijan is consolidating its position as a regional leader in artificial intelligence (AI), said Samir Mammadov, Deputy Minister of Digital Development and Transport, during the Azerbaijan-Türkiye ICT Business Forum.

Mammadov stated that the Government is expanding partnerships with the private sector to accelerate AI development and promote innovation across the country. He noted that Azerbaijan has advanced to the “Very High EGDI” category in the United Nations’ e-Government Development Index, adding that the country is also ranked in Group “A” in the World Bank’s assessment of digital government technologies.

According to Oxford Insights' 2025 Government AI Readiness Index, Azerbaijan is now 69th globally, demonstrating its growing influence in the AI landscape and its commitment to becoming a technology-driven economy.

The deputy minister also announced that the Artificial Intelligence Academy and the National Artificial Intelligence Center have begun operating in the country. In addition, the “E-qanun.ai” platform, which provides AI-based research and analysis for regulatory and legal documents, has been launched.

During the forum, Turkish companies were invited to take advantage of tax incentives and the favorable business environment offered by Azerbaijan’s technoparks.
