Dominic Solanke scored the opener for Tottenham but Newcastle came from behind after the first half goals scored by forwards Anthony Gordon and Alexander Isak.
Newcastle are now fifth with 35 points.
Tottenham have 24 points to move down to the 12th spot in the league table.
