Arsenal star Kai Havertz scored an early opener for Germany to draw first blood at the Olympiastadion.
But Türkiye waited for the equalizer for at least 30 minutes as Fenerbahce's Ferdi Kadioglu scored in the box after Abdulkerim Bardakci sent a long ball from the defense.
Kenan Yildiz, an 18-year-old Juventus forward, had the ball in the far post to score his first goal for Türkiye.
The visitors were on a 2-1 lead before the break.
In the early minutes of the second half, German forward Niclas Fullkrug scored the equalizer in the box after Florian Wirtz carried the ball from his own half.
In the 68th minute, Türkiye were awarded a penalty kick after Havertz handballed in his area. Following a VAR review, Turkish midfielder Yusuf Sari scored from the white spot to give the lead to his nation.
Türkiye recorded their first win in Germany since 1951.
